If I understand correctly, for Linux, I should not buy or license anything, but for Windows I should license these 3 servers. The licensing doesn’t apply to them you are just limited to the hardware resources you have.

What SAM is getting at is that your terms are slightly incorrectly used. You would still have 1 license for another MS VM. It does tie the VMs to the physical host moving forward, so they won’t be as mobile if you want to stay compliant. Linux VMs do not have any impact on the licensing or cost of spinning them up in Hyper-V manager.

A standard license grants you the rights to run two VMs per license. So to run 3 VMs of you would need 2 license sets. Minimum core license is So if you have 16 or fewer cores in your server you would need 16 – 2 Core license packs to run your 3 VMs. You should never do this. You never install Hyper-V as part of Windows.
